RSPCB Environmental Clearance (CTE & CTO): Red, Orange & Green Category Guide
EXECUTIVE SUMMARY

Navigating the Rajasthan State Pollution Control Board (RSPCB) single-window clearance, categorisation (Red, Orange, Green, White), and CETP effluent discharge connectivity.

Environmental Compliance for Manufacturing in Rajasthan

The Rajasthan State Pollution Control Board (RSPCB) enforces statutory environmental clearances under the Water (Prevention and Control of Pollution) Act and the Air (Prevention and Control of Pollution) Act. Operating an industrial facility without valid consent carries severe penalties, disconnection of power supply, and factory sealing.

1. Two Mandatory Consent Stages

  • Consent to Establish (CTE): Must be applied for and granted prior to beginning any civil construction, shed erection, or plant machinery installation.
  • Consent to Operate (CTO): Applied for once the plant is mechanically installed and ready for trial production. CTO verifies that pollution control equipment (ETP, STP, bag filters, acoustic enclosures) complies with approved standards.

  • 2. Category Classification & Permissible Zones

    1. White Category (Pollution Index up to 20): Non-polluting units (e.g., assembly of electronic components, cotton sewing, dry packing). Requires only simple online intimation with zero CTE fees.
    2. Green Category (Index 21 to 40): Light manufacturing (e.g., small bakery, plastic moulding with water re-circulation, solar panel assembly). Fast-track 30-day online approval.
    3. Orange Category (Index 41 to 59): Medium industries (e.g., automobile repair shops, food processing, transformer manufacturing, powder coating). Detailed review of effluent treatment required.
    4. Red Category (Index 60 and above): Heavy industries (e.g., electroplating, chemical synthesis, steel smelting, dyeing). Allowed exclusively in designated high-capacity RIICO chemical and heavy industrial zones with operational Common Effluent Treatment Plants (CETP).

JP Associate verifies past environmental compliance, CETP conveyance pipeline connectivity, and hazardous waste disposal registrations prior to property handovers.
